It’s a very annoying bug! It shows that the developer needs to be verified first so you can install or use the apps. But verification is only needed for Enterprise Certificates. You are using a Personal Developer Account, You don’t need to verify!
Recently since July 2025, apple has done something and many users are facing this issue. This "Unable to Verify App" doesn't mean your certificate is revoked. It is an apple server side issue which you and i cannot fix.
PPQ Certificate Verification
Error: " A network connection is required to verify the developer <...>. This app will be unavailable until verification is complete ."
PPQ is Apple's anti-piracy verification system. If you encounter the error "An Internet connection is required to verify trust of the developer <...>, this app will not be available until verified" when opening an app. The error indicates that Apple has initiated PPQ verification against your device or all users on a specific developer account. Your certificate is not blocked, but you won't be able to launch any apps signed with this developer certificate.
Why did this happen?
During the verification process, Apple identified the use of pirated applications or installation of modified versions with original identifiers.
How does it work?
Every app in the App Store has a unique BundleID identifier created by the developer and registered in Apple's system. When you sign apps using an original BundleID previously registered by another developer, Apple tracks this and may restrict the certificate's functionality entirely. Previously, PPQ verification was primarily used for free enterprise certificates. Unfortunately, this system now applies to personal Apple Developer certificates as well. PPQ verification is enforced on developer certificates created on accounts from 2021 onwards.
Is there a workaround?
The only workaround is to stop using apps with original BundleIDs and change them to custom ones when signing. However, this approach has significant drawbacks: apps signed with modified BundleIDs will stop receiving notifications, and some modifications and features may work unstably.

2. You must change bundle id before installing the apps in order to avoid apple to track what modded apps are get sideloaded. For Example: Instagram bundle id is "com.burbn.instagram" so you should change it to "com.randomwords.randominsta" This way apple cannot track if the app is actually available on AppStore or not.
3. Sign maximum of 5 apps everyday. Do not sign more than that everyday because apple can track everything. Certificate gets revoked because of users continuous signing. Because of your mistake, if account gets revoked, many many other users will also suffer. Please be careful.
But some community members have tried various methods which helped them fix this issues. You can try something, of it works, great for you.

1. Go to “Settings > Privacy & Security”
2. Scroll Down to Developer Mode and turn it off
3. Restart the device
4. Open the sideloaded app or reinstall the sideloaded app and then it will tell you to Enable Developer Mode again.
5. Turn it on and you are good to go!

Turn off Developer mode and restart your iPhone and after sometime (not instantly) try to install an application then it will say you need to turn on the developer mode and then turn on the developer mode and it should work fine. Some users have to wait for hours to fix this some users like one week there is no ETA but it would be fixed by itself.

Tap on the sideloaded app, multiple times and it should open after some tries.

Go to Settings > Date & Time. Turn off "Set Automatically" and change the date to a time far in the future (e.g., 2032).
Power cycle your device means hard restart your device. (Press the volume up button briefly, then the volume down button briefly, then press and hold the side button until the Apple logo appears).
After your device turns on and some time passes, a certificate error popup will appear. When you tap the app, you will get a message stating that the app is no longer valid.
Now, go back to Date & Time, re-enable the "Set Automatically" option, and restart your phone.
You would now be able to open not only the newly installed esign app but also the other apps that were previously blocked.
